BOSTON — Tampa Bay Rays manager Joe Maddon does not believe that it is inevitable that his small-market Tampa Bay Rays team, which has the second lowest payroll ($ 41,053,571) in Major League Baseball ahead of only the Kansas City Royals ($ 36,126,000), is destined for the occasional down year because it is playing in the American League East against two of the top large-market teams in baseball.
